Community Boards are local representative bodies. There are 59 throughout the city of New York, and fourteen of them are located in Queens. Each Board consists of up to 50 unsalaried members appointed by the Borough President, with half nominated by the City Council Members who represent the community district. Board members are selected by the Borough Presidents from among active, involved people of each community, with an effort made to assure that every neighborhood is represented. Board members must reside, work or have some other significant interest in the community.
Boards also have an important advisory role in dealing with land use and zoning matters, the City budget, municipal service delivery and many other matters relating to their communities' welfare.

Helen Marshall has spent many productive years in public service. In November 2001, she was elected overwhelmingly as Queens Borough President with 68 percent of the vote.
She is the 18th Borough President of Queens, the first African American and the second woman to assume the post of the highest elected official in a borough with a population of more than 2.2 million people.
The New York City Council is the legislative branch of city government. Currently, New York City Council is made up of 51 Council Members elected from 51 Council Districts throughout the five Boroughs of the City of New York.
